Company History and Overview
Founded in 1993 by Fred Martinez, PhD, PE in Houston, TX, Dr. Martinez was a technology innovator in the construction project and the quality management systems space. Dr. Martinez has been serving the public and private sectors with engineering and professional services solutions for more than 30 years. Today, our firm’s core competencies are providing program management and construction management through both professional services and software on multi-million dollar projects for roads, toll roads, bridge construction, water, wastewater, and building construction. ATSER also boasts a state-of-the-art testing pedigree with three in-house laboratories .
ATSER Systems, Inc. was launched in 1994. Dr Martinez quickly realized that to be competitive as a small firm, he needed an advantage, and thus, he starting leveraging software to automate manual project tasks and the (VPSA) Virtual Project Software Administrator was born. His Virtual Administrator would increase labor utilization, thus lowering project personnel cost, by automating manual tasks but also producing a tangible ROI. As software was programmed with best practices, manual tasks were automated with greater accuracy. ATSER’s Virtual Administrator became a real game changer by tracking a 95% efficiency gain over manual tasks and leveled the playing field by reducing administrative costs by an average of 90%.
Our intellectual property and system matured over a 10 + year time period through R & D coupled with project deployments, and merited 10 U.S. patents with 10 U.S. patents pending and 2 U.S. copyrights with 3 U.S. copyrights pending. These patents and copyrights demonstrated the innovative use of “computer software featuring programs used for capital improvement, project management of planning, design construction, maintenance, evaluation analysis, monitoring and economic optimization." Our solution was born out of necessity to deliver projects on time, with the highest quality through our true real time web technology.
